Matthew Thorpe of Modern Testing Services details what you need to know about the changes to EN71-3 harmonised standards.
The European Commission has updated the list of harmonised standards that can be used to show presumed conformity to the Toy Safety Directive.
EN71-3:2019 will replace EN 71–3:2013 + A3:2018 and includes changes in testing methodology. However, the main change introduces a lower limit for Chromium VI from 0.2 mg/kg to 0.053 mg/kg on category 3 components – coatings and plastics, for example.
For a period of time both versions of the EN71-3 standard can still be used, but from 15th April 2020 only EN71-3:2019 should be referenced. If you are using the older standard, then be aware that under the Toy Safety Directive the new lower Chromium VI limit applies from 18th November 2019. If you have existing test certification to the older standard, you need to check that toys will meet the new lower limits – but this does not automatically mean retesting is required. If you are getting new items tested at laboratories, then testing to the EN71-3:2019 standard would be recommended from today.
